Public authorities in the EU buy works, goods and services worth around 14 percent of GDP every year — roughly two trillion euros, spent by more than 250,000 contracting authorities (European Commission). Above the EU thresholds, procedures are published EU-wide: our own TED query counted 424,928 competition notices from EU-27 buyers between August 2025 and July 2026. The largest category is construction work with around 20 percent.

Which sectors are tendered most across the EU?

By number of EU-wide competition notices, construction work (CPV 45) leads with around 20 percent, followed by architectural and engineering services (CPV 71) and medical equipment and pharmaceuticals (CPV 33). Environmental services, IT services, vehicles, maintenance and business services follow. A notice can carry several CPV codes, so shares do not add up to exactly 100 percent.

Which countries publish the most EU-wide tenders?

Germany leads with 88,817 competition notices in twelve months, followed by Poland (68,484), France (57,980), Spain (28,780) and Italy (18,635). The number reflects publication practice as much as market size — some countries publish far more procedures above the EU thresholds than others.

From two sources: the European Commission’s public procurement figures (share of GDP, number of authorities) and our own reproducible query of the official TED API v3 — competition notices in the standard and social regimes, buyer country in the EU-27, published between 1 August 2025 and 31 July 2026, counted per CPV division and per buyer country. Every figure carries its source and query date.
